Assessments under the Mental Health Act

1. 1. Firstly, could I get how long people (and if possible, how many) are waiting to receive assessments under s(2) and s(3) of the Mental Health Act. These are the assessment which must be conducted within 14 days. I am happy to receive this information under the criteria you store it as, or however most easily presented. If possible, I would like it not only for the past year of records, but since 2010 ¿ or further back if records are held further back. CLARIFICATION: I am wanting to know the waiting times of individuals undergoing assessments under s(2) and s(3) of the Mental Health Act (i.e. people who have already been seen), not people who are still waiting.

Duty to report breaches of law and infringements of the Regulations Since 6 April 2005, the Council has been under a legal obligation to consider making a report to the Pensions Regulator (formerly OPRA) if they become aware that there has been a breach of the legal requirements that govern the Pension Scheme. A breach includes not only breaches of pensions law, but also in fringements of the Regulations or evidence of dishonesty or improper conduct t by the Authority or an employer in relation to the Fund. For example, if someone has acted in a way that appears unfair or wrong to a reasonable and objective person, then a breach may have taken place. Failure to report when required to do so is a civil offence, which can result in a fine on the persons who fail to report. These statutory whistle-blowing obligations include Fund trustees, fund managers, employers, scheme administrators and independent financial advisers. I notice this news report: http://metro.co.uk/2016/09/28/adverts-banned-for-being-offensive-to-homeless-people-6156487/ I'd like to know any recorded comments or discussions made in relation to or which touch upon this advertising campaign (whether the campaign as a whole or any of the advertising within it). These could be comments about, for example, how the Council might respond to the ASA or how the advertising got approved for use by the Council or in relation to the attitudes or assumptions that members of Council staff or anyone working for the Council may have displayed, whether inadvertently or not, or might be suspected to hold (whether rightly or wrongly) by devising the campaign or any advertising within it. I'm not interested in communications between the Council and the ASA but instead internal communications such as emails between staff that may have touched on the ASA complaint (whether at the start of or during its investigation or generated after the ASA's ruling) or in relation to the advertising for example whether it was wise or whether the impression it gave was wrong (or maybe whether people at the Council thought it was right, for all I know), what response to make to the ASA and whether anyone at the Council fell into the trap of stereotyping or even whether it was suspected that someone at the Council might even hold prejudiced views and what comments, if any exist, were being made in relation to such a thing if it was ever suspected or even believed. What is the trend data for your Local Authority over the last three years in relation to the proportion of agency front line social workers (those holding cases) as opposed to front line directly employed workers; the average number of cases held by all front line workers; the turnover rate of both directly employed and also agency social workers?
2. 2. Do you have a strategic recruitment and retention plan for front line social workers? If so please provide a copy and any data that can support or otherwise it's effectiveness in achieving it's aims.
3. 3. Last year HCPC estimated that it would process about 600 registration applications from foreign-trained social workers. Have you considered international recruitment. If you have not are there specific reasons why you have not pursued such an option given that children's social work is on the government's official shortage occupation list?

If you have recruited from outside of the UK can you please provide details of source countries and the numbers involved ideally broken down by those who have applied to you themselves and those you have recruited through an agency? How long has it taken to get such workers into post after interview? How many were registered to work in the UK (including the provinces) in advance of interview? What proportion have passed their probationary periods? What data do you have on retention rates for such social workers?
