The government announced at the end of 2013 that it would no longer fund a separate grant to councils to pay for Local Welfare Assistance schemes. The Local Welfare Assistance schemes I refer to are the programmes implemented by local authorities to replace the old Social Fund and Crisis Loans, which were abolished by the government a couple of years ago. With the knowledge that Local Welfare Assistance schemes will be maintained through councils¿ general fund from 2015: a. Unfortunately, the system does not contain the level of data that we require for assessing the pay range for the position of the head of our new joint service manager.
